These two do not sell the same thing. ActiveCampaign charges for contacts and meters sends underneath. Brevo charges for monthly send volume and caps the list underneath. Mid list sizes are where the gap is clearest once both dated ladders are read under the same weekly send assumption on Brevo.
Cheapest paid plan each one sells
ActiveCampaign Starter against Brevo Starter. Starter on Brevo has no marketing automation. ActiveCampaign Starter includes a limited automation set.

At 25,000 contacts under 4 sends per contact per month, Brevo needs about 100,000 emails a month, which lands on the 100,000 send band. Starter is $82. ActiveCampaign Starter is $489 there, or $391 a month paid yearly. Plus at the same size is $489 against Brevo Standard at $139.

- There is no free plan to limit. ActiveCampaign publishes no free tier, so the entry price is the floor.
ActiveCampaign shows annual billing by default. A month to month buyer pays $19 at the entry stop, not the $15 headline. Brevo shows monthly by default on its volume bands. Comparing the two headlines therefore mixes an annual rate with a monthly volume band, which is why both figures stay in separate fields on every cell here.
Different meters on the same list size
ActiveCampaign. One question, two answers, split by a date. Accounts created on or after 3 November 2025 are billed for every contact whatever its list status. Accounts created on or before 2 November 2025 are billed for active contacts only. ActiveCampaign publishes both answers in the same help article. Send volume sits under a ten to fifteen times contact allowance, with overage and a hard stop above that.
Brevo. Brevo bills send volume, so a blocklisted contact costs nothing to send to and Brevo says as much. It also says blocklisted contacts are still added to the total number of contacts, and since October 2025 that total is capped by the send band. So they do not cost sends and they do consume the cap. Every Brevo contact breakpoint on this page rests on the site wide weekly send assumption. A list that sends more often buys a higher band. Per contact against per send sets that assumption out in full.
Both ladders are dated dataset reads. ActiveCampaign did not move a published price in November 2025. It changed which contacts count, which raised real bills without touching the table. Brevo added hard contact caps under volume bands in October 2025. Older sticker prices that ignore those dates are not used here.
